Industry Overview

Construction Safety in South Africa

Construction remains one of the highest-risk industries in South Africa. Falls from height, structural collapses, excavation cave-ins, and struck-by incidents continue to claim lives on sites across the country every year. The Department of Employment and Labour consistently identifies construction as a priority sector for enforcement.

The Construction Regulations, promulgated under the Occupational Health and Safety Act (Act 85 of 1993), place specific legal duties on both clients and contractors. Non-compliance does not simply attract fines. It exposes directors and project managers to personal criminal liability, project shutdowns, and reputational damage that can end careers.

Pro Safety provides a complete construction safety management service that ensures full compliance with the Construction Regulations. From the moment a project is awarded through to practical completion, our SACPCMP-registered professionals, dedicated coordinators, and administrative specialists manage every aspect of your construction OHS obligations.

Our Services

What We Provide for Construction

A comprehensive suite of construction safety services designed to keep your projects compliant, your workers safe, and your business protected.

CR-5 / CR-7 Compliance

We ensure full compliance with both client duties (CR-5) and contractor duties (CR-7), bridging the gap between the two parties and managing the entire regulatory chain.

  • Client safety specification preparation
  • Contractor health and safety plan development
  • CR-compliant appointment letters and documentation

Site-Specific Safety Files

Every construction project requires its own safety file tailored to the specific risks, scope, and environment. We compile and maintain these files from project start to close-out.

  • Project-specific risk assessments and safe work procedures
  • Fall protection plans and emergency procedures
  • Ongoing maintenance as project phases change

Client Liaison & Specification Management

We act as the interface between your organisation and your clients on all OHS matters, managing safety specifications and ensuring alignment across all parties.

  • Review and respond to client safety specifications
  • Attend client safety meetings on your behalf
  • Manage sub-contractor safety compliance

30-Day Audit Programmes

Regular audit cycles ensure that compliance is maintained throughout the life of each project, not just at the start. Issues are identified and resolved before they become liabilities.

  • Comprehensive site safety audits on a 30-day cycle
  • Scored audit reports with corrective action tracking
  • Trend analysis and management reporting

Safety Officer Deployment

We deploy qualified, experienced safety officers to your construction sites. They are managed, mentored, and supported by our SACPCMP-registered professionals and backed by our admin team.

  • Full-time or part-time on-site safety officers
  • Daily inspections, toolbox talks, and inductions
  • Backed by professional oversight and admin support

Incident Management

When incidents occur, our team manages the entire process from investigation through to reporting, corrective action implementation, and Department of Labour engagement.

  • Root cause analysis and investigation reports
  • WCL reporting and Section 24 notifications
  • Corrective action plans and close-out tracking

Regulatory Framework

Understanding the Construction Regulations

The Construction Regulations (2014) under the OHS Act create a chain of responsibility from client to contractor. Pro Safety ensures compliance at every link.

CR-5

Client Duties

Construction Regulation 5

CR-5 places specific duties on the client (the party commissioning the construction work). These are legal obligations that cannot be delegated away, although the client may appoint competent persons to assist in fulfilling them.

  • Prepare a baseline risk assessment and safety specification before any construction work begins
  • Ensure that the principal contractor has the necessary competencies and resources to manage safety
  • Appoint a competent construction health and safety agent where the client lacks the necessary competencies
  • Ensure that the principal contractor’s health and safety plan is implemented and maintained
CR-7

Contractor Duties

Construction Regulation 7

CR-7 sets out the principal contractor’s responsibilities for health and safety on the construction site. These duties are extensive and require dedicated resources to fulfil properly.

  • Develop and implement a comprehensive health and safety plan that addresses the client’s specification
  • Appoint competent persons in writing for all required construction safety roles
  • Ensure all workers are informed, instructed, and trained before commencing construction work
  • Keep and maintain a health and safety file on site and hand it over to the client upon completion

How Pro Safety Bridges Both Sides

Many construction OHS failures occur in the gap between client and contractor. The client issues a specification but does not verify compliance. The contractor submits a plan but does not implement it. Pro Safety eliminates this gap by managing both sides of the equation.

For Clients

We prepare your safety specification, evaluate contractor competence, and monitor ongoing compliance throughout the project, fulfilling your CR-5 duties.

For Contractors

We develop your health and safety plan, compile your safety file, deploy safety officers, and manage your entire OHS programme, fulfilling your CR-7 duties.

The Bridge

Because we understand both sets of obligations, we ensure the contractor’s plan genuinely addresses the client’s specification, closing the compliance gap.

The Pro Safety Advantage

How Our Team Approach Helps Construction

Construction projects demand a structured safety team, not a lone consultant. Our three-department model is purpose-built for the complexity and pace of construction work.

Registered Professionals

Our SACPCMP-registered Construction Health and Safety Managers lead the strategy on each project. They handle client liaison, prepare specifications and plans, conduct high-level audits, and interface with the Department of Labour when required.

On construction projects, this level of professional oversight is not optional. The Construction Regulations require it. We ensure the competent person requirement is genuinely met, not just documented.

On-Site Coordinators

Construction sites need daily safety presence. Our coordinators conduct site inspections, run toolbox talks, manage inductions, investigate incidents, and ensure that safe work procedures are followed every day on the ground.

Unlike a standalone safety officer with no support structure, our coordinators are guided by registered professionals above them and supported by admin specialists behind them, making them far more effective.

Administrative Specialists

Construction generates enormous volumes of documentation: safety files, appointment letters, risk assessments, training records, audit reports, and incident records. Our centralised admin team keeps everything compiled, current, and audit-ready.

This frees your site safety officer to focus on what matters most: being on the floor managing safety, rather than sitting in a container updating paperwork.
